You're using systemd as init, which does not need the PID file.

I suggest the directory /var/run/clamav should be created by the
preinstall procedure of clamav-freshclam. The new directory should be
owned by user clamav.
I think the correct fix would be to move the PIDFile setting from the
configuration files to the sysvinit init script and to use the --pid
option there, because it is not needed, when using systemd.
