yes fstype is the first klibc-utils bin initramfs-tools uses.
strange klibc/README states:
ia64:         Working

could you try to build klibc with gcc-3.3?

beware the patch in the latest klibc unstable for sparc doing
the same is not complete missing the CC=$(CC) on the DEB_MAKE_INVOKE 
invocation.
