It is. Unfortunately it makes the problem even more mysterious. That is the localization file for debconf questions. It was removed from the package several versions ago. The question is why is it still there?

What is the output of:

debconf-show dovecot-core


After a reboot I could issue "dpkg --configure -a" which then configured dovecot-core, started the IMAP server and returned to the prompt.

So you did not reboot after previous installs? Perhaps the .po file was cached somehow? I will ask some more experienced Debian people if they have any insight into what could be happening.
