Agreed. I've dug into this bug, and I can tell you the exact
problem. ploader is using libwx-perl, and newer versions of libwx-perl
are no longer exposing the ParseDate() method from the WxWidgets
library underneath. This changed when WxWidgets went to version 2.9 -
see the code in libwx-perl-0.9923/ext/datetime/XS/DateTime.xsp.

It probably wouldn't be too hard to fix this particular bug, but:

 * I agree that upstream doesn't look very active at all
 * the copyright file is currently also RC-buggy (the link
   http://piwigo.org/ext/download.php?eid=269 currently returns a copy
   of pLoader-1.5_ubuntu.tar.gz, *not* 1.6 of anything, and I don't
   see any mention of 1.6 anywhere either.
 * there are only a tiny number of users AFAICS

It's up to you as the maintainer, but I'd be very tempted to file for
removal at this point.
