I would have no objections to having a 1.3.x package in experimental, though, it should be rather easy to create branches/debian/experimental in SVN, as long as changes from branches/debian/etch are merged there (and back). But then again, I won't. If you want to I'll be happy to let you in on the co-maint team and you could do it yourself (and help out with the main packages and upstream code too if you feel like it).
