I found a workaround for this bug: When I load the pulseaudio module module-switch-on-connect by adding this entry to /etc/pulse/default.pa
load-module module-switch-on-connect I can control the volume of my bluetooth speakers immediately when they are connected. I don't understand why the speakers are even used for audio output when this module is not loaded… But there's no entry for example about module-switch-on-port-available in the PulseAudio documentation [1].
