I agree that the stability of ftp.tw.debian.org has been less than ideal. I
admin servers in multiple countries with sources.lists typically
auto-generated using ftp.XX.debian.org for the primary mirror. By far I see
the most problems with the Taiwan mirror. Most are transient (<1hr) or
non-critical such as packages being stale, so go unreported. I checked my
records and found 5 bug reports related to the Taiwan mirror over 5 years:

This isn't horrible, but it does demonstrate a pattern of problems with the
availability of this mirror. Certainly this current outage of 11 days and
counting is the extreme example (and because of the new year's holiday may
not receive attention until next week).
