I agree that the stability of ftp.tw.debian.org has been less than ideal. I admin servers in multiple countries with sources.lists typically auto-generated using ftp.XX.debian.org for the primary mirror. By far I see the most problems with the Taiwan mirror. Most are transient (<1hr) or non-critical such as packages being stale, so go unreported. I checked my records and found 5 bug reports related to the Taiwan mirror over 5 years:
646794 694042 719020 732545 777264 This isn't horrible, but it does demonstrate a pattern of problems with the availability of this mirror.
