Well, it isn't a packaging matter, indeed, but it is about helping with porting packages. Not being able to work on KDE packages at all (yes, kde-runtime depends on samba, thus tdb, and thus basically the whole KDE desktop depends on it) really doesn't help with making progress in that regard.
