Dear Maintainer,
When I spin down SCSI disk with sdparm -C stop /dev/sdc, udev spins up
the disk immediatelly.
This bug is new in Jessie. In Wheezy, udev doesn't spin the disk up.
How did you conclude, that it is udev, which spins up the disk?
If I stop udev with "/etc/init.d/udev stop", the disk doesn't spin up.
Mikulas
