The error you’re seeing is likely because systemd has already had failures which the netfilter-persistent service depends on. I also had the same problem when I had modules listed in /etc/modules which had since been compiled into the kernel. Since the module loading was a dependency for almost everything else in systemd, it cause the install of netfilter-persistent to fail as well. As soon as I’d sorted out the other systemd errors, the package installed without any problems. Perhaps this bug should be moved to the systemd package, since in my opinion a package install should still work even when there are bugs in /etc/modules.
