Correct, and aside from the help functionality, it will work fine when gnumeric-doc is not installed, or is not installed in a matching upstream version. This is reflected by gnumeric's "Suggests:" dependency on gnumeric-doc. > gnumeric should therefore conflict with both versions (<< 1.6.1) and (>= > 1.6.2) of gnumeric-doc. I fail to understand why you see this as an implication. The documentation in gnumeric-doc is useful even if gnumeric is not installed or is not installed in a matching upstream version and - as explained above - the same holds when the roles of gnumeric and gnumeric-doc are reversed.
