Are these the settings before the update, or after?

What I suspect is that you had TC_ENABLE=1
before the update, and then the upgrade replaced your old configs
with the new default ones which disabled the traffic shaping?

In this case, the qdiscs will not get removed by "/etc/init.d/fiaif
stop", only if you do "/etc/init.d/fiaif tc-stop".
So your old traffic shaping qdiscs will still be active. Perhaps this is the
cause that fiaif did not work correctly.

If possible, please send me via private mail ([EMAIL PROTECTED]) the
output of "/etc/init.d/fiaif status". This should list all iptable
rules and traffic shaping qdiscs.

Regards,
  Bastian
