The installer team asked to ping them before changing priorities the
last time (at least for >= standard), so I would like for them to ack
this, esp. given where we are in the release process.

libsqlcipher0 seems to have no rdepends besides sqlcipher and
libsqlcipher-dev, so lowering the priority to optional should not have
any negative impact.
