Hi! I was a bit puzzled that libdvb did not contain any of the essential dvb-mpegtools binaries.
Unfortunately, the packager also doesn't give any reason why he deliberately disabled building/installing those binaries. I've now created an updated libdvb package that introduces libdvb-bin as a subpackage for the commandline tools. I'm not a debian developer, so all I can do is put it on my own ftp server and report this to the debian bug tracking system.
