The message is indeed confusing. What its actaully all about is that unattended-upgrades needs to check if there is a upgrade in progress. If this is the case it will halt the shutdown progress until the packaging system is in a consistent state (either by finishing or by stoping if it was in minimal upgrade steps mode).
