Of the contents of /var/lib/apt on this system, *only* extended_states is
legitimate to have in /var/lib.  Everything else should be in /var/cache.
The primary files are the lists files, which if I run `rm -rf
/var/lib/apt/lists` can be easily recreated by running `apt-get update`.

This is an issue for backups since things in /var/lib are things that
should be backed up, while /var/cache doesn't need to be backed up.
