Justification: renders package unusable

When trying to upgrade to the latest version I got

dpkg: error processing /var/cache/apt/archives/libsane_1.0.17-1_i386.deb 
(--unpack):
 trying to overwrite `/etc/hotplug', which is also in package kcontrol
dpkg-deb: subprocess paste killed by signal (Broken pipe)
