I faced the same issue at $work.

But, the content of /etc/phpmyadmin/apache.conf looks correct:
# grep open_base /etc/phpmyadmin/apache.conf
        php_admin_value open_basedir 
/usr/share/phpmyadmin/:/etc/phpmyadmin/:/var/lib/phpmyadmin/:/usr/share/php/php-gettext/:/usr/share/javascript/:/usr/share/php/tcpdf/

It doesn contain "/usr/share/phpmyadmin/" (and not the 
"/usr/shared/phpmyadmin/" 
path you suggested, which looks like a typo).

Once apache was restarted, phpmyadmin went back to a normal behavior (i.e. it 
was not necessary to
modify phpmyadmin config)
