Hmm.  This appears to be because I am not passing --enable-llib to configure.

I went back in revision control for debian/rules.  As far as I can
tell, I lost that configure option when converting to debhelper 7 in
April of 2013 (in version 4.7j-7).   The reason we're seeing a
regression in stable now is because wheezy ended up with version
4.7j-5, which is prior to the debhelper 7 conversion.  Apparently,
cproto has been like this in unstable for more than 2 years, and no
one else noticed.

I can definitely fix this in unstable.  I'll upload a new package
sometime in the next few days.  I'm less certain whether I can get a
new package into a future update to jessie.   I'll investigate and see
what my options are.
