Please can you upload a version of r-base which addresses this issue, providing a "Provides: r-base-api-3.0" field, and modifying the r-base-dev scripts as described in the bug report. As has been explained repeatedly in these bug reports, this is (a) very easy to do (b) recommended practice, having been done in several other similar situations with other packages (c) not going to cause any detrimental effects We are early enough in the stretch release cycle that any issues (not that there are likely to be any) will be able to be ironed out.
