Indeed it doesn't - having the latest upstream packaged would if
anything be helpful for making progress on the transition, as any
patches to sort out wx3.0 compatibility issues will be easier to get
merged upstream if they are against the latest release.
The new upload won't be able to migrate to testing, but tribler isn't
in testing currently anyway.
I'm removing the blocking.
