If this issue were about a pkg-config that wasn't configuring cross paths, it would not be affecting native builds, right? Further more, my cross builds do set PKG_CONFIG_LIBDIR (until #759556 is fixed) and this works for other packages. In other words, the issue at hand is/was not cross-specific.
