I don't really know anything about AT-SPI, but in packaging Sugar I've noticed that it links against the gir of at-spi which indicates it is of some use also outside of GNOME. Now I noticed that /etc/xdg/autostart/at-spi-dbus-bus.desktop has this: OnlyShowIn=GNOME;Unity; I suspect that it is whitelisting known relevant environments rather than the exhaustive list of possible working environments.
