Hi,

The local-syslog.monitor program silently fails when
it does not have read permissions on the log file
it is to monitor.

One approach to getting it to work is to add the
"mon" user to the "adm" group, but this is likely
inapproprate for the package to do.

An indication of this problem is a "-1"
for a file position in the status file
(the 2nd of two entries on the one line in the file).

Logging a message regards the problem is
probably the right solution.
