please remove the hurd-i386 binaries for emacs21. The current .debs are both uninstallable[1] and used to segfault randomly for any non-trivial operation back when they were still installable. The source FTBFS[2] due to segfaults when running the built binary during the process as well. Nobody was able to track down this breakage, and people want to install emacs, so they go for emacs21 and see its broken.
