Apart from a couple of minor things it should be mostly up to date. I
should indeed update it to 24.4, but mainly to minimize patches.

There are some non XEmacs compatible changes in Emacs 25 in the
*spell.el parts, so I am planning to stop providing patched ispell.el
and flyspell.el Emacs in dictionaries-common, although will still
provide current version for XEmacs. I am rather busy now, but I'd like
to do that for 24.5, once it reaches Debian. Since all changes needed
for Debian integration should already be in upstream versions, this
should not cause problems.
