Indeed, that is the case.

The package in Jessie was taken from a snapshot of the development
branch that would become redmine 3.0 before it was officially released.
At the time, Debian had already moved on to Rails 4, and the only
Redmine branch that workder with Rails 4 was that development branch,
which didn't have its version numbers bumped yet.

So even though this might look weird, it is harmless.
