according to the man page, kexec has a --force option which will "Force an immediate kexec without calling shutdown". This implies that without --force, calling kexec -e will call shutdown to change to runlevel 6 and do a proper shutdown. My first try with kexec showed that kexec -e will do just that, trashing a few filesystems along the way... I'm not really sure what the --force option really does, but it's not clear right now.
