Hi!

Some packages are dropping a configuration file in /etc/rsyslog.d but
do not trigger a proper reload. The new configuration file is ignored
until rsyslog is reloaded.

Each package could try to restart rsyslog in its postinst. However,
this seems a bad idea to try to alter a daemon from another
package. Moreover, rsyslog may be in the process of upgrading itself
and would not expect to be restarted while it was stopped a few
seconds ago.

Maybe a clean way to implement this would be to have a trigger on
those files. No modifications would be needed in other packages.
