Ok, thanks for confirming that.

Under sysvinit /etc/init.d/umountfs is supposed to turn of swap.
For that it runs swapoff -a.
Can you add some debug output to that init script, to see what's going
on there. Maybe add "set -x" and remove the >/dev/null from the swapoff
call and output /proc/swaps before and after the call.

We need more information what specifically is failing here.
