Someone has now done this. :) Please see the links at the bottom of the page at https://wiki.debian.org/SystemPrinting If HOWTO_BUGREPORT.txt stays in the cups package I still think it should brought up-to-date. I'm unsure now in what way but, in any case, it is not a priority. Unless there is an overwhelming demand to keep this bug report open I will close it in the near future.
