Dear Maintainer,

i have a apc smt750i ups connected to a server. if i have /usr in the root 
partition, when issuing the command 'upsmon -c fsd' or when the battery is low 
the system shuts down and the ups 'reboot' its output outlets (as i expect). 

but if i have /usr on a separate partition the system shuts down but the ups 
does not 'reboot' its output outlets.

having /var on a separate partition (independently of /usr status) does not 
seem to affect this behaviour. nor using systemd or sysvinit seems to have any 
influence.

i think the problem is that ups reboot command is not send while stopping 
nut-server. the command is tried to send once /usr is unmounted, but i'm not 
sure on this.

the information below is collected from reportbug and does not correspond 
exactly to the server where i found this bug, although it is a recently 
installed jessie amd64 system.
