please take a look at the global "/etc/apt-dater/apt-dater.xml" config file:

This configures apt-dater to read only the global hosts.xml file. If you
are not going to use the multi-user setup I recommend to make
/etc/apt-dater/apt-dater.xml inaccessible or drop the XInclude
statements from you ~/.config/apt-dater/apt-dater.xml config file.
There is an issue within the 1.0.2-1 package not setting owner and mode
of /etc/apt-dater correctly. With the next release/upload of apt-dater
it will ignore the global config files unless you are a member of the
apt-dater group (and intentionally switch to multi-user setup).
