Control: reassign -1 pbuilder

This bug was reassigned to upstart, but that is not correct.  The problem
described here is that a bug in the version of *debhelper* in Ubuntu Lucid
caused maintainer scripts for packages that shipped upstart jobs to
incorrectly call 'start' instead of the policy-defined 'invoke-rc.d'
interface.  This was a bug in debhelper in an old version of *Ubuntu*. 
There is nothing that the *Debian* *upstart* package can do to work around
this bug.

The bug was filed against pbuilder, as the tool managing the chroots on top
of the Debian system, requesting that 'start' be diverted in order to give
an effect similar to policy-rc.d.  You might close this bug as wontfix, but
it's nothing that the Debian upstart package can help with.
