yeah, I remember that! The concern back then was some python module that
loads libicu when present, and behaves differently when not. Something
about filenames within the card data and actual filenames on the system.

I had a good poke around but can't find anything to that effect, and
tried two combinations in cards. I am off to bed, but will do more
experimentation the next few days. If I can't reproduce the issue, I'll
just drop the dependency, I may have been imagining things.
