It was announced in early August: https://lists.debian.org/debian-devel-announce/2015/08/msg00000.html https://lists.debian.org/debian-devel-announce/2015/08/msg00002.html Staging the transitions in experimental would mostly not actually work as intended otherwise, because experimental buildds prefer to use unstable packages unless an upgrade to experimental is necessary to satisfy a dependency.
