At the time Frans Pop explained the reasons :

    In the past there have been times when proposed-updates suites did not 
    contain debian-installer sections and thus would cause mirroring to
    fail.

    I think the solution is to remove the test and simply not fail if the 
    section is missing (which could still happen after a release), but just 
    print a warning.
    "


debmirror has probably changed since this bug and I'm not involved on a
project using debmirror since a while.

So if this bug is not reproducible, we should probably close it.
