the libnotify mechanism was broken for a long time. And yes, Mozilla has fixed "something" as visible on MozBug 853104. But there are still problems and yes it never worked in Debian since then. Now Mozilla has disabled the libnotify mechanism again per default in version 40. See MozBug 1144693 [1]. We haven't investigate the libnotify modus at all and also here on my various installations it never worked again. So as we have limited time resources unfortunately we will do anything on that circumstances. If you can provide any information that solve this problem you are welcome. I don't know what Ubuntu is doing now but Thunderbird there had gotten a patch in the past.
