Not really debug logs. If vbox is failing, we'd be mostly interested in
the system logs.

Other than that, does starting a Guest VM work from the VBox interface 
?

That'd be the quickest for you to determine if the problem is with VBox
or Vagrant.

In Debian, Recommends are installed.

BTW, I don't see the ext-pack to be of cause here. That package is part
of non-free, and was introduced very recently.
