How about using the same convention as .gitignore, so to include a
directory foo put a line foo/ in debian/clean.  The trailing slash
would tell dh_clean that this is a directory please remove it anyway.
This would avoid making debian/cleandirs which seems like too much
clutter, and the syntax is pretty easy to remember and read.
