I have noticed that the 'layout options' are only hidden from gnome-keyboard-properties: my right Windows key still functions correctly as compose.

Since setting XkbRules to 'base' basically breaks the operation of XKEYBOARD completly and triggers other, far more serious errors[0], I don't think it's a good option for a workaround after all.

Instead, I think this might be a bug in libxklavier--it is merely failing to report the existance of the (correctly working) layout options to gnome-keyboard-properties.
