Hmm, when a pam-module can't source files in the name of a shell that is 
started only later, maybe the shell could be convinced to do so.

I am thinking of a parameter like --rcfile that shells take.

Or from man bash:

If arguments remain after option processing, and neither the -c nor the
-s  option  has  been supplied, the first argument is assumed to be the
name of a file containing shell commands.
