The xdelta packages handles the xdelta-config binary that does belong
to a devel package

and in the devel package has a missing xdelta.m4 file that not are
include since libxdelta2-dev > 1.1.3-8

The file and the manpage "xdelta-config" must belong to the
libxdelta-dev package? or not?

i mean by example in sdl libs the sdl-config belongs to the devel package!

So this its a important and a bug in policy break!
