Depends on the boot setup.  LILO (yeah, other long in the tooth tool) for
one doesn't tell the kernel the root device unless told to do so.  In
such case the value manipulated by `rdev` very much has an effect.  I
might not have noticed the removal for a long while except #588675
confuses the kernel build.

Actually, `file` will also retrieve the values from a vmlinuz file.
