this is not related to this bug, but posted here since this is the first
blocker for getting the timezone fix in Etch.
I don't know what you're waiting to upload the fix, but if it's
possible, I think that doing it quickly could be useful, since it's not
clear whether the glibc/util-linux part of the bug is going to be fixed
soon.
I experienced the problem on my only non-UTC etch box, and upgrading
e2fsprogs seems to have fixed it.
I'd suggest a medium urgency upload if you think that's reasonable.
