I had exactly the same problem ("bluetooth.service" dead after boot although enabled, manual start of "bluetooth.service" is successful). The dependency cycle might be caused by enabling "|NetworkManager-wait-online.service|" (ref: http://www.freedesktop.org/wiki/Software/systemd/NetworkTarget/, "How do I make network.target work for me?"). After removal|("systemctl disable NetworkManager-wait-online.service|"), "bluetooth.service" starts ok while booting.
