I can't reproduce this issue here. I just created a chat account for Google Talk on the same version as you. And no, it doesn't need the Google OAuth mechanism strictly. I used one of my passoword from the Google GMail accounts. If you haven't any please create a dedicated password for Google Talk in your Google Account settings.
