Open any image with GIMP, then attempt to apply the Cage Transform Tool
to it (the one with small blue balls joined up by a line) - the initial
'preparation' involving the overlaid piechart freezes the entire UI (see
attached screenshot). As the UI is no longer rendered you get the usual
when you try to kill the program:

This window might be busy and is not responding.
Do you want to terminate the application?

I was using this tool fine a few months ago, so something has broke it
recently - I tried downgrading via the snapshots site but soon hit up
against dependency hell so I couldn't go back far enough to be meaningful.
