As such you will need to install libapache2-mod-perl2 and I suspect this will fix your installation problem (as a workaround). I think it's probably a (long-standing, at least since 2009 when the package was imported into svn) bug that this package relationship is a Recommends rather than a Depends, and it's definitely a bug that the postinst script unconditionally tries to configure mod_perl even when libfcgi-perl is recommended as an alternative.
