Upon trying to start, this shows up in syslogs: dhcpd[758]: Can't open lease database /var/lib/dhcp/dhcpd.leases: No such file or directory This looks like a duplicate of bug 765910 and previously closed but 720860, but that author had some qualifiers which gives the impression that this problem is limited to certain situations.
